    • Welcomed new voting members from appointed affinity groups to College Council. Tracy Chung-Tabangcura, APASA, Michele LeBleu-Burns, BFSA, Monica Ganesh. Reports from Governance Teams

    • Governance Group Taskforce: Charge, Membership & Timeline -Review First Draft of Document
    • Discussion on bringing in an outside consultant; he will advise and help the group to set up the task force to review the college governance groups. Established a timeline that brings in the consultant starting January 14. They will reach out and get help from groups outside De Anza, statewide research groups that have worked with other California community colleges. Emphasis on transparent and inclusive process. 
    • Discussion on Proposal to Record Meetings; Dr. White strongly supported the proposal; others gave reasons for not recording the meetings. The proposal to record meetings did not pass. Minutes to the meeting will be published in the College Council Homepage.

    There was a question about any decision to record the Academic Senate meetings. The Senate meetings are not being recorded. There were discussions but there has not been a decision passed about recording.

    De Anza Associated Student Body (DASB)

    • Kimberly thanked everyone who attended the student town hall last Friday. They are still compiling notes from the meeting on student concerns. There were presentations on financial aid and other student services. They are working toward greater diversity for student representation on DASB. Also, looking for more ways to connect with students. The current methods of communication are mainly through the DASB website and social media.
    • Planning another hall town, also an anti-blackness event for winter quarter.

    Curriculum Update

    • Would like to revisit the GE criteria and requirements presented last week in the next meeting.
    • They have received a majority of DE forms, over 300. There are less than 20 outstanding. They need the winter quarter forms ASAP.
    • Submission dates

    Dec 2nd: All memos related to Area F courses (Ethnic Studies) should be submitted. Fill out a webform to identify courses and initiators for curriculum revisions desired or required this year.

    Dec 3rd: The Curriculum Advisory team will consider all other requests.

    Feb 3rd: All revisions submitted to the Curriculum Office

    Curriculum is not accepting new courses to satisfy the new Area F requirement to be offered starting Fall 21. They are accepting new courses for Fall 22. With respect to the Area F course offerings, De Anza is positioned to offer 1-2 dozen classes starting Fall 2021. By way of comparison FH is currently working on developing and offering 5 classes. A huge debt of gratitude goes out to the ICS division faculty who have been developing these courses for years.

    SSPBT Update

    SSPBT met on 11/19/20 and there were three main agenda items:

    1) SSPBT Priorities changed to SSPBT Focus Areas and the following 3 were the priorities or Focus Areas, which were retained for 2020 to 2021.

    Student Centered Funding Formula

    “SSPBT Priority Areas” was changed to “SSPBT Focus Areas”, as currently represented on the SSBT web page.

    2) Case Standards (Council for Advancement of Students) Next Steps. Dawn Tu Lee, Veronica Acevdeo- Avila and Michele Le Blue Burns had met to further discuss the CAS program review process and planning. Tu had prior experience using the CAS Assessment standards and Veronica coordinates the SSLO assessment process in Student Services.

    Next Steps dates: Dec.15th Team Selection, January 29th Team Training

    Compile and Review/ Documentary Evidence period taking place from February 1 to April 2.

    Note: Later in the meeting it was reasoned that SSPBT may take a year of reflection in place of performing CAS program review for the 20-21 year. The year of reflection would involve working on a standardized, structured template.

    3) SSPBT Charge- the SSPBT charge was reviewed and the committee related that the 6 charges as presented on the SSPBT website are relevant and consistent with SSPBT planning for 20-21.


    Resolution on Safe On-Campus Athletic Conditioning and Caring For The Mental Health of Student Athletes (first reading/discussion)

    First reading of a resolution brought forward by Athletics faculty.

    De Anza Athletics is seeking to resume conditioning for student athletes in a manner that is safe and follows all county health guidelines with regard to conditioning classes taught outdoors.

    Mary S: all students are having anxiety and stress; while she does not oppose a plan to return to campus, she noted that the county is in purple tier; while she appreciated how the athletes are feeling, it is a health risk.

    Rusty has been training a youth team since June without health risks. The De Anza athletes are not trying to compete. They can do conditioning in open spaces and not in close contact.  That is safer than students working out in a public park without supervision. They are not pushing to get a season to compete. Coaches are trying to create an outlet for the students and provide more guidance and oversight over the athletes. County guidance for youth sports has not changed under Purple Tier.

    Mary D has gone to a city pool; she can take off her mask and swim at a safe distance from other swimmers.

    Kulwant realized that the numbers were going up and the state was going purple.  They are looking at returning to campus in February.  75% of the other schools are already allowing training with social distancing and regular testing.

    Mark L: De Anza Student-Athlete’s athletic career has a “half-life” at the four-year level. There are defined time limits for athletic eligibility through four years/seasons of competition and these “clocks” are running out for all experienced student-athletes and all FT-enrolled student-athletes. There will be a logjam of student-athletes in four-year schools starting next year. The longer a student-athlete waits for transfer, the less desirable they are as an athlete to the four-year level. Our Spring sports teams are hopeful of conditioning that would allow return-to-competition, otherwise they are part of a TWO-YEAR backlog entering four-year schools

    They would like to offer student athletes hope and support. They are losing students emotionally and physically. Track and Cross Country has 24 students wanting to transfer. 

    Karen pointed out the need to honor safety guidelines.

    Kimberly was in full support of going forward with a plan to return;  there is a confusion over whether it is competition or conditioning.

    There was much support for the athletes to return for safe conditioning.

    Karen strongly encourages everyone to bring this to their constituents. This could be a pilot or model for safe return to campus. Not just athletes, there are other groups that have a desire for a safe return to campus.

    Scott: Returning groups should have a conversation with classified staff who support people on campus about how to get back in a safe way.



    Proposed Inter Club Council (ICC) Policy Change  (first discussion)

    Mary D:

    The De Anza Inter Club Council (ICC) code spells out rules for clubs, including those about club advisors.

    A How to Start a New Club packet has a “suggestion” that clubs have two club advisors and includes that “if you have a Part Time Faculty as a club advisor then there should also be a full time faculty or staff member. . . “ 

    This is not yet a policy in the ICC Code, just a suggestion that is being interpreted as an ICC policy. 

    At the Friday, Nov. 13 Advisors Orientation, part time faculty club advisors learned of the requirement for a full time faculty or staff co-advisor. Some long time part time sole club advisors have never heard of such a requirement. 

    The suggestion is sound advice, but often full time faculty are not saying yes to the students seeking advisors and new clubs can't be formed.  

    Other faculty have been “begged by students to be an advisor in some club that they had no knowledge of or interest in.” 

    Part of the reasoning for PT faculty having a FT co-advisor is that when a Part timer no longer teaches, the club loses their advisor. Part time faculty lose their teaching assignments more often than full time.

    But making it a blanket requirement for only PT faculty to have a co-advisor will not solve the problem of clubs going inactive when the full time faculty member leaves De Anza. An environmental activism club went inactive at the start of this term. The one advisor was full time and she found a full time position at a college closer to her home in Oakland, so the college lost a great faculty member and the club lost its advisor. 

    Faculty who do agree to become club advisors often are ones who have expertise in or teach in the area the club is interested in and they can be enthusiastic club advisors.

    A part time faculty member who is the one faculty advisor the Music and Volunteering Club is Director of the De Anza Chamber Orchestra.  

    A part time faculty member who is the one faculty advisor to the Economic Students Honor Society teaches Principles of Macroeconomics – Honors. 

    A part time faculty member who is the one faculty advisor to the Karate club. . .  is a Black Belt in Karate.

    In each of these examples, and more, including Mary advising the Outdoor Club, they might be able to find a full time faculty member to be their co-advisor to be able to stay in existence as a club, but that person does not bring the same expertise and enthusiasm to the club. 

    Foothill’s ICC handbook includes that an advisor position is 

    “Open to full-time/part-time faculty, classified staff, and administrators” with no requirement for Part time faculty to have a Full Time co-advisor.  

    Faculty do this for the students and do not need a co-advisor or pay. Mary gets paid by experiencing the joy of empowering students.To watch the concerned looks on their faces their first time kayaking on Monterey Bay, turning into grins as they figure out how to paddle effectively in a somewhat straight line. 

    The potential restriction contradicts the current ICC Code (Article II, section 5):

    "Club Advisor must be a Foothill De Anza District employee as a Part Time Faculty Member who teaches at least one class, full time Faculty Member or a Classified Professional who may have access to medical benefits."

    Since clubs only have two weeks to rectify this requirement, Ishmael and Mary D. brought this matter to Senate for discussion and presented

    Resolution on ICC Policy (1st draft)

    that acknowledges, supports, and appreciates the dedicated volunteerism of Part Time Faculty at De Anza College in the role of Club Faculty Advisors;

    and encourages the Office of College Life to maintain the current policy as it is outlined in the Inter Club Council (ICC) Code, and explore alternative ways to ensure the effective and efficient provision of Faculty advice to Student Clubs.

    Mary D shared a statement from a full time Foothill Faculty Club Advisor, Karen Erickson;

    I am a FT faculty at Foothill and have been a club advisor there for over ten years. Foothill’s policy is for advisors to be FT, PT, or staff members and there need only be one advisor per club. It’s important for students to enjoy campus life by joining clubs, obviously. But it’s also important for the advisor - it’s a rich and rewarding experience that brings so many benefits. It’s a lot of work, time-consuming and voluntary, but should be open to anyone who wants to participate. Pt faculty in particular should be welcome to serve in this role, as they wish, to further strengthen their ties with the campus and our students. 

    Mark Landefeld (PT club faculty advisor): advisors need to have access and keys; and be available in the evenings and on weekends.

    There was a question about when and why was that requirement for a full time co-adviser implemented. Does that imply a change in club policy?

    There was much appreciation and support for part time faculty club advisors.

    There are great examples of PT faculty who have been serving as club advisors over the years, even decades. Why suddenly an effort to restrict PT faculty on serving as Faculty Advisor only as a Co-Chair with a FT faculty?

    PT faculty work hard for the students and for the college! Their willingness to serve the campus community is a great testimony of that and should not be penalized by unreasonably imposed policy! Requiring PT faculty to have co-advisors for clubs is just wrong!

    Highly qualified part time faculty should be autonomous!

    Elizabeth: when a part time faculty comes forward and wants to do something for the students, we should thank them and not put more obstacles in their way.

    Hyon chu spoke in the spirit of cooperation. She explained that the need to have full time faculty and the ask for another faculty as club co-advisor is in no way targeting part time faculty. It is really about the clubs. They do not have such a policy but a suggested guideline on ‘how to start a club.’  There is no set policy or guideline, and she is open to feedback. There have been concerns raised for club advisors, part time, full time, and classified, such as the question of compensation, risks, and liability. She acknowledged that some part time faculty are some of the best club advisors.

    Rick asked about the insurance and liability issue, when the part time faculty is not teaching.

    Mary S followed up with a question on compensation for faculty (FT or PT) advisors.

    Ishmael pointed out that the guide that has been in effect for many years is in violation of ICC code. The guide is providing misinformation.

    Hyon chu was not in disagreement. She was sensitive to the treatment of part time faculty. She did not have any issue with part time as sole advisor. There are technical questions that need more investigative work with the deans, Lorrie and Christina. Whatever policy is in place, everyone needs to be protected. As club advisor, faculty is working outside of duties; There is no disagreement from College Life, she was in support of part time serving as advisors.

    Maritza, new ICC advisor, Student Activities Specialist: it is important to look case by case; any decision should also involve student input.

    Hyon chu will take information and follow up with ICC. She is open to hearing feedback and concerns. She will bring back an update in the winter quarter.

    Area B Fall Plenary Meeting update:

    The main activity was reviewing the latest Amendments to New Resolutions for voting on November 7. The resolutions discussion and voting (first time all virtual using Zoom for discussion, pro, con, & parliamentary mics, and PollEverywhere for voting) on Saturday went very smoothly and all the resolutions were debated and voted on by about 12:20 PM.  All the resolutions that were passed are posted on asccc.org on the Fall Plenary website


    Constitution & Bylaws Review

    The group has finished reviewing the Constitution last week and is moving on to the By-laws.

    By-Laws Revision Proposal For Review/Comment 

    In the document, yellow highlight indicate minor editing, turquoise represent significant changes;

    Discussion on the new section, Code of Conduct that establishes a code of conduct for everyone to abide by.

    There is a list of what to do and what not to do.

    There was a discussion over whether the list should be more or less exhaustive.

    There was discussion and suggestion to update some wording using the following statements. 

    "The college will actively seek to educate staff and students on the deleterious effects of expressions of hatred or contempt based on race, color, national or ethnic origin, age, gender, religion, sexual orientation, marital status, or physical or psychological disability; and will promote equality and mutual respect and understanding among all groups and individuals."

    "Harassment based on ethnic group identification, race, religion, color, national origin, ancestry, physical disability, mental disability, medical condition, marital status, sex or gender, age, sexual orientation, or any other legally protected status, or harassment based on the perception that a person has one or more of these statuses or associates with a person or persons perceived as having one or more of these statuses constitutes unlawful harassment and violates District policy.”

    Suggestion for ending the list with phrase.

    ‘... such as, but not limited to other behaviors as deemed inappropriate.’ 

    An explanation on the Senate’s use of the B budget that covers statewide senate fees, officers release time, printing, and fund requests like the Arts and Activism panel.

    The voluntary monthly dues are kept in a checking account in the US Bank.
