    Erik moved, Diana seconded to approve both minutes and agenda. No objection. Agenda and minutes approved by unanimous consent.

    Erik spoked on behalf of faculty who depended strongly on the expertise and help of Heidi King. It was Heidi’s last day at De Anza, Her leaving was a great loss to the De Anza community. Words could not describe the support and help she has given to everyone during the pandemic. She will be dearly missed. Everyone joined Erik in wishing her well and expressed their appreciation for her hard work for De Anza.

    Cheryl expressed her appreciation as well. She noted many reactions of claps and thumbs up as well as many comments in chat. Some people did not know that it was her last day and seconded Erik comments.

    Statement of Division or Department Selection Process: All FT department faculty were invited to be on the committee. FT faculty in other departments within the division were asked to be At Large members. All volunteers are being forwarded for consideration by the committee.

    District Hiring Procedure AP 4130

    Proposed changes to AP 4130 Section C on Faculty Hiring Procedures

    DDEAC's full chart tracking proposed revisions

    DDEAC: District Diversity and Equity Advisory Committee.

    There were questions and discussions on the administrative portion of the hiring procedures. In 2019 the Senate discussed and voted on adding language to the administrative staff hiring procedures to specify that part-timers be included in senior staff hiring committees, deans and above. They presented the recommendation to DDEAC. That body decided not to include the language that the Senate voted on.

    Mary D asked about the reason why they did not accept and voted against the language in spite of the strong support from the Academic Senate. Part time faculty have served on the Search Committee for the college president as well as deans. It was suggested that Karen or Melinda, as district and Senate representatives, bring this matter back to DDEAC for reconsideration.

    There were discussions on automatic interviews for part time faculty applicants that meet minimum qualifications for full time positions. There was a question about applying that same provision for all full time district positions, like administrative and classified. That subject has not come up for consideration before.

    The current proposed change provided for automatic interview for two adjunct faculty. In the Fall joint Foothill/De Anza Senate meeting, there was a suggestion that all should get an automatic interview. 

    Mary D shared a survey result that showed part time faculty in favor of two qualified people to get an interview. 

    Discussion on the proposed change to:

    “When the applicant pool contains part-time and/or non-tenure track faculty employees who meet minimum qualifications and have reemployment preference in the division at the college hiring the position, at least two of these applicants shall be included in candidates selected for an interview.”

    “and/or non-tenure track” has been added to include granted funded faculty and others.

    Shagun asked for clarification on the wording “reemployment preference.” She would like the logic behind it before voting. She also felt that this was setting up a hierarchy within a system of inclusion which is counter intuitive.

    There was agreement that reemployment preference should not be a criteria for one of the two applicants to get an interview.

    Cheryl: This section was suggested and inserted by FA. They always reach out and get faculty input on such matters. The Senate may review and raise any concerns.

    Mary P moved to extend time 10 minutes, Mary D seconded.

    Erik was interested in feedback from the part time faculty.

    Mary D: The general complaint is that part time faculty don’t get interviewed.

    Mark saw reemployment preference as a scheduling tool internally and did not have relevance in this context.

    Melinda: in counseling, all part time counselors automatically get an interview for new full time positions regardless of qualifications. She pointed out the discrepancies in different hiring mandates for non-instructional vs instructional faculty that is problematic.

    Someone pointed out that embedded non tenured grant funded counselors do not get reemployment preference. There was concern that such language could reduce the part time counselor interviews to only two.

    Discussion on student membership on faculty search committees.

    “Students may be included as full members of the hiring committee or in limited-capacity roles, such as giving input during interviews, teaching demonstrations or open forums.”

    “Any student serving on the full search committee shall not be enrolled in courses in the department during the hiring process.”

    Shagun pointed out that the language allows the hiring manager the option to choose not to include students in the hiring process and how they were to serve on the committee.

    Shagun: I think whatever this body decides, it is important to have clear definitive language on something like hiring policies so that there is uniformity and equity across the board. It is problematic that this is left at the discretion of each hiring body which leaves possible room for inequities to blossom.

    Emily raised concern over confidentiality issues. Students need mentorship and guidance to serve in such capacity. If a student has to leave, does the committee have to be reformed? Has the legal team addressed some of the HR concerns. How to get meaningful student feedback and evaluation?

    HR could remove personal information like home addresses and phone numbers to protect confidentiality. Students will receive the same EO training if they are in full committee. If the students were to drop off, the search committee could go on without them.

    Some people raised the question of how students should be compensated for their labor in the process.

    Rick: It is a bad idea that creates more problems than it can solve. The whole concept of having students on hiring committees is just a bad one and should be removed from the document.

    Karen: On the statewide level, there has been discussion in the Chancellor’s office on DEI implementation recommendations that include students on hiring committees. Current district practice for search committees have students as full members. Student inclusion and input on full time faculty hiring is a move toward equity.

    Erik, moved to extend the time by 5 minutes. Shagun seconded. No objection. Unanimous consent.

    Melinda related her experience at Santa Clara University.  Students were not involved at the initial screening stage of applicants but were brought in at different times.

    Erik had some reservation on having students on faculty hiring committees; faculty continued to be evaluated by students during their tenure process. That is different from administrative and classified staff.

    Carol had a question about the wording “student may be included.” The hiring manager that decides would be the dean. If a dean decides to include or not include students, will the Academic Senate be able to change that decision?

    The answer was No. The Senate cannot determine committee by committee if students are being used appropriately.

    Rick moved to remove all references that allow students to serve on faculty hiring committees, Erik seconded.

    Mary Pape moved to table the current motion. Lauren Gordon seconded.

    Lauren had an email from a faculty in Language Arts that she sent Cheryl to be included in the minutes

    Rick questioned Requirements for Faculty Adoption #4; 
    “No student should be required to use proctoring software in any class, either via opt-in or opt out options clearly stated in the syllabus.” 
    “Alternative forms of assessment should be made clear to all students in any class using the software…the alternative forms of assessment or proctoring cannot be limited to in person on-campus assessments.”

    A discussion followed in reference to four year institutions like San Jose State where there were no other choices. There was one software for everyone who chose to use it.

    Mark and Mary P both confirmed that S J State has proctoring centers as an alternative for student testing.

    DSS provided on campus test proctoring at DeAnza for in person courses.

    Erik: Is there a stipulation in this document that limits faculty in various departments to only one software platform? Limit to one platform. Who gets to make the decision on the software. The document needed more specific language. 

    Cheryl: Online Advisory Group will make the software recommendation to the Senate.

    Cheryl will add to the requirements document the limit to one software not multiple proctoring software.
