Program Review Process

Process
In alignment with the committees charge to facilitate effective, efficient and timely program review, annual planning and budgeting processes for college programs and services, RAPP will guide the college in a cycle of program review in line with the college's overall planning cycle. The comprehensive program review took place in spring 2023 for student service areas
and in fall 2023 for all other areas. The annual program review reflection will occur
in fall 2024 and fall 2025. The comprehensive program review will occur again in fall
2026 for all areas (excluding student services), with student services taking place
in spring 2027. Program review is an essential element of the College's ongoing institutional effectiveness process.
RAPP's program review process:
- RAPP holds collegewide training on program review form and review process.
- Instruction, student services and administrative services submit a comprehensive program review and corresponding annual review to RAPP on an annual basis within the specified planning cycle using the form developed for their particular area.
- RAPP trains members on how to review and provide feedback on program review forms.
- Departments/areas submit program review to RAPP.
- RAPP provides feedback to the department on their program review submission.
- Program review forms are used to inform ongoing resource allocations including instructional
equipment and personnel requests.
Criteria for when a program review gets sent back:
- If the overall program review was incomplete, sections were missing, or improvements need to be made, indicate that the program review should be sent back to the area, not referred back to RAPP
RAPP will engage in additional discussion and provide additional feedback to any program that:
- Has two or more of the following concerns identified:
- Enrollment trends show a steady decline with limited/no strategies for improvement shared.
- Decrease in success rates, or low overall success rates, limited/no strategies to increase or maintain success rates are articulated.
- Large gaps (above 13% which is the college average) in success rates by ethnicity exist and there is limited/no discussion of gaps and/or the teaching or learning strategies articulated
- Awards are low (in relation to the size of the program) or decreasing and limited/no plans to add or increase awards is articulated.
- Staffing levels continue to be too low for the department to meet its mission and goals.
- Any overall trends that are not addressed.
- Had at least one opportunity identified by a committee member such as:

- The program review was at a very high quality and should be commended for their work.
- The area has a promising practice or strategy that should be shared widely with the campus.
